BALANYUK N.YU., FEDOROV I. O. Evolution of the modern model of the pension system in Ukraine.

   The article is devoted to social and historical events that contributed to the emergence and development of a pension system in Ukraine, in particular the introduction of the third level of pension provision in the person of non-state pension funds (NPF). The stages of the pension system development in Ukraine from the beginning of the nineteenth century up to now are presented. The genesis of pension reform is shown in those times when Ukraine was under the control of other states, within the USSR and during the years of independence.
  The origin of the pension insurance in Ukraine falls on the 90-ies. XIX century. When most businesses started to insure private insurance companies for their workers in the event of death, disability and temporary disability.
   From social insurance retirement provision emerged in the mid-80's. XIX century. in the form of pension funds - emerit and insurance. Pension Cassation is an institution that provides pension insurance and various benefits through the accumulation and redistribution of insurance contributions of its members.
  Pension funds are based on the principles of mutual insurance. Typically, pension funds cover civil servants, transport workers and a number of other industries.
  In Ukraine, the restoration of the NPF as part of the three-tier pension system, as well as the source of additional pension funds, became possible only with the proclamation of independence and the revival of private ownership in the early 90's.
  The emergence of the first NPF, which in essence had only a corresponding name but were formed under different organizational forms and actually engaged in the accumulation of public funds, also occurred at the beginning of the 1990s.
  Consequently, the adoption of experience in creating social protection of the population in other countries was an impetus for the introduction of a domestic pension system with a third private pension provision. Thus, the process of creating the legislative and organizational and technical basis for the activities of the NPF took place. Now we need to continue work on the creation of institutional components of non-state pension provision in the person of non-state pension funds.
