Full text (Ukrainian, PDF)

A population census is defined as a measure which permits in regular time intervals to carry out an official account of the number of the population which lives on a country’s territory as a whole and on all levels of administrative-territorial structure. Data of a census are necessary for forecasting and management of socio-economic development of a country, realization of demographic policy, budget planning and other purposes.

According to the resolution of the Economic and Social Council of the United Nations Organization as of July 19, 1995 about the conduct population and housing censuses by UN Members States during the period 1995-2004 the All-Ukrainian Population Census took place on 5 of December 2001.

It is the first national census of the population in Ukraine since the previous one was carried out in 1989, before the proclamation of independence of Ukraine.

The objective of the first All-Ukrainian population census was to obtain real information about the fundamental changes that had taken place in the socio-economic system of independent Ukraine, to create the information base of demographic and socio-economic data about the number of the population, its nationality, language and family composition, its distribution by age, gender, citizenship, education, sources of livelihood, occupation, social status, migratory activity, etc. both for the country as the whole and administrative and territorial divisions.

Using the statistics materials of the All-Ukrainian Population Census of 2001 the ethnic and language structure of the population of Sumy region Hlukhiv city are shown. It was determined that the absolute majority of the population of the city was Ukrainians and Ukrainian-speaking population. It was found out that only isolated representatives of ethnic minorities settled in Hlukhiv territory, the largest among them are Russians. The peculiarities of the linguistic structure of both Ukrainians and ethnic minorities are established. It has been proved that the processes of linguistic аssimilation have become widespread among ethnic minorities. It was found that among the Russian-speaking population of Hlukhiv, as a result of the inertial effects of the ethnological processes in the period without state of Ukraine, the vast majorities were Russian-speaking Russians, and russified according to their language Ukrainians. It was emphasized that both Russian and Russian-speaking population remained in the minority among the total population of the Hlukhiv city.
