PONYRKO M. P. Exercise of the state wine monopoly by the Russian empire’s government at the end of the xix – early xx centuries on the left bank of Ukraine.

   The work analyzes the target installations, implementation and realization, the main results of the state monopoly on the circulation of alcoholic beverages of the late XIX - early XX centuries, on the example of the Ukrainian provinces of the Left Bank Ukraine. Particular attention is paid to the experience of reforming in the field of state regulation of alcoholic beverages. Emphasis is placed on the financial motivation of introducing a state monopoly on the circulation of alcoholic beverages.
  The influence of introduction of the state system of sale of alcoholic beverages on the organizational and legal measures of financial management bodies is considered. Attention is paid to the influence of organizational and legal measures of the bodies of financial management on the formation of the financial model of development of Ukrainian provinces of Left Bank Ukraine. On the basis of official statistics, the activities of the financial management bodies regarding the organization of the state system of sale of alcoholic beverages from the territory of the region are traced. Quantitative and qualitative indicators of the development of agricultural alcohol factories in Kharkiv, Chernihiv and Poltava provinces have been traced. On the basis of objective data, a significant growth of the region's alcohol factories within the Romanov Empire was proven. Assumptions were made regarding objectively existing obstacles that made it difficult to hold a state guilt monopoly. It was noted that the difficulties encountered in conducting the state monopoly on the circulation of alcoholic beverages were generally similar in relation to the attitude of the population to innovations. It was argued that the state treasury was not fully utilizing the economic opportunities of the region's distilleries.
